Dr. McCarthy has had overall responsibility for the Magellan portion of the MFLC program since 2012. Dr. McCarthy is a licensed psychologist with a Ph.D. in psychology from Kent State University and over 35 years of experience in counseling and behavioral health management. He stood up Magellan’s MFLC program in 2012 and has overseen all programmatic elements including the deployment of MFLC counselors at locations worldwide. Prior to assuming MFLC leadership, Dr. McCarthy was Chief Clinical Officer for Magellan’s Commercial Division, where he was instrumental in developing two military offerings – inTransition and the Illinois Warrior Assistance Program. As Magellan’s Senior Vice President of Aetna’s national book of behavioral business, Dr. McCarthy directed operations that included non-medical counseling for 11 million indemnity, point of service, managed behavioral health, and employee assistance program (EAP) lives, with annual revenue of $67.4M. For a service center of over 600 employees, he oversaw operations, utilization, budgeting, and case management systems. Dr. McCarthy has managed multiple programmatic areas, including analytic services (reporting), health informatics, and e-health, as well as Magellan’s implementation of complex federal compliance initiatives (e.g., HIPAA).
