James Thornbrugh has an overall responsibility for the Magellan Federal portion of the MFLC program. Mr. Thornbrugh is a Licensed Professional Counselor with a master’s degree from Lincoln University and over 27 years of experience in the mental health field with 17 of those years in behavioral health management. In 2008, James began working for Magellan on the Federal Occupational Health Contract.  During his tenure, he managed the deployment of crisis responders and health and wellness trainers for Magellan’s commercial Employee Assistance Program.  He has been working on Magellan Federal’s MFLC contract since 2013 overseeing multiple programmatic elements including the deployment of MFLC counselors at locations worldwide. He brings a deep knowledge and experience to the MFLC program operations, scheduling, logistics, performance metrics, and program management. He has been a trusted partner to the government and has been responsible for advancing the MFLC program and organizing complex programmatic changes.
