The HCaTS contract is the result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). The initiative creates the joint management of a new strategically sourced, Indefinite-Delivery/Indefinite-Quantity (IDIQ) government-wide contract to support OPM’s Training and Management Assistance (TMA) program, and provides customized human capital management and training services to all agencies. The HCaTS contracts provide federal agencies with a reliable, flexible, fast, and efficient way to obtain best value solutions for their complex human capital and training service requirements.
The contract offers flexibility to use all contract types and provides pricing at the task order level. Task orders may also combine more than one contract type, and may include incentives, performance based measures, multi-year or option periods, and commercial or non-commercial items. HCaTS is organized into three key service areas:
- Customized Training and Development Services
- Customized Human Capital Strategy Services
- Customized Organizational Performance Improvement
Magellan Federal was awarded the HR Solutions Personnel Life Cycle Support Services contract. Multiple vendors are fulfilling the Department of the Army, Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), Program Executive Office Enterprise Information Systems (PEO EIS), and Human Resources (HR) Solutions Program Directorate requirement for Personnel Life Cycle Support Services (PLS). This is a multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract.
The Substance Abuse and Mental Health Services Administration awarded performance-based Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts covering six project domains—one was a set-aside for small businesses in the 8(a) Program, Economically Disadvantaged Women Owned Small Businesses, Service Disabled Veteran Owned Small Businesses, and HubZone.
In December 2018, the U.S. Navy selected Armed Forces Services Corporation (AFSC) as one of the prime vendors for the SeaPort-Next Generation (NxG) indefinite-delivery/indefinite-quantity multiple award contract. Seaport NxG is the Navy’s electronic platform for acquiring support services for the Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA).
