Meet Our Team
Beth Welch
Program Manager, PFC

Beth has been Magellan Federal’s PFC Program Manager since May 2023. Beth has 13 years of experience working with DoD contracts and 24 years providing direct project management. Beth has been a Licensed Professional Counselor with Magellan for over ten years, supporting the MFLC program as a Regional Director and Regional Supervisor. She feels that supporting our service members and their families is an honor.
Debra Barker

Debra Barker is an active-duty spouse and military dependent. She has 25+ years of experience managing teams and federal contract performance, budgets, and personnel. Deb is a financial counseling SME, thanks to the expertise she learned through her AFC designation. She enjoys working with military quality-of-life programs to support our military community.
Francis Young
Senior Director of Network and Logistics

Francis Young is the Senior Director of Network and Logistics. She oversees the Scheduling, Security, Readiness, CONUS/OCONUS and Service Center for Personal Financial Counseling Program. Francis has been with Magellan for 20 years and working under Federal Programs for 15 years.

Kathy is a seasoned Talent Acquisition Director with over a decade of experience within the recruitment department. She has worked as a civilian with the government, has previous hospital, manufacturing and federal government contracting experience. She has been with Magellan for 11 years and is honored to be part of the team supporting our service members and families.

Sandra Jean is a seasoned manager with over a decade of experience in resource management and project excellence. She holds a Master of Social Work and an AFC. She is currently serving as the Operations Manager for the PFC Program.
